Just a few days ago we reported on the intention of the state Duma Committee on equating popular blogs to the media. Today it became known that the second reading the deputies adopted the draft law.
So far, only refers to those blogs and pages in social networks, whose daily attendance is at least 3 thousand people. Such resources should fall into a special register. For owners of popular blogs and groups in social networks that will mean that they will be obliged to verify the reliability of published information, to comply with the rules of pre-election promotion, are not to disseminate information about private life of citizens and extremist materials, to specify an age limit for visitors. At the same time, such bloggers will be able to place advertising on a reimbursable basis.
The law also envisages penalties: for physical persons – from 10 to 30 thousand rubles for legal entities – from 50 to 300 thousand. For a repeated violation within one year of regular bloggers proposed to fine already 30-50 thousand rubles, and of a legal entity – at 300-500 thousand rubles, or to suspend their activity for the term up to 30 days.
The authors of the bill are Alexei Mitrofanov of the faction “Fair Russia”, and Andrei Lugovoi and Vadim Denikin from LDPR.
