We will remind, in February in the state Duma introduced amendments to the law “On information, information technologies and about information protection” and the Code of administrative offences of the Russian Federation, which can radically change the rules of news aggregators like Google. The greatest disagreement was expressed with the requirement to “verify the accuracy of distributed socially significant information”, that is, the aggregator was responsible for the publication, even if it is reprinted verbatim, whereas for the media in this case, the responsibility of the author notes. For some services, for example, Yandex.News, this requirement makes impossible the continuation of work in the form in which they now exist.
According to Levin, the need for pre-moderation will be removed from the bill. Such a move is attempted after the key companies-aggregators provided comments and feedback on this legislative initiative. It is expected that the law may be passed by the Parliament in may.
